Barrier islands report up to 50 feet of beach erosion from weekend nor’easter

Giant swaths of sand were washed away on Charleston-area beaches as a result of this week's nor'easter, officials reported. Folly Beach, the Isle of Palms, Sullivan’s Island and Kiawah Island — sites expected to be filled with tourists this summer — were especially hard hit.

Folly Beach’s sand dunes were pushed back as much as 20 feet. Kiawah Island reported up to 50 feet of erosion, with the highest erosion rates occurring around delicate Captain Sam’s Spit.

The Isle of Palms recorded beach erosion without providing specific measurements.

“We had a little bit of a buffer going into this thing that there's really not much buffer left anywhere,” said Eric Lutz, director of public works on Folly Beach in discussing the tons of sand lost there.

He added that without the sand dunes that were there, damage on the island would have been worse.

Dunes offer protection from flooding and are meant to be “sacrificial," he said.

"They’re doing what they’re supposed to do, but it is pretty catastrophic to the naked eye when you walk on the beach and see it,” Lutz added.

'Greater than anticipated'

On Sullivan’s Island, a nearly 10-foot tide and churning waves battered the dunes and covered Thompson Park, the historic site of a Revolutionary War battle, washing away sand. Officials closed access to the park as a result.

“The dunes were beat up pretty bad by the high tide and the wave action, so we saw a loss of the dune in many areas on the beach,” Sullivan’s Island Town Administrator Andy Benke said.

As of the afternoon on Dec. 19, several roads on Sullivan’s Island remained flooded with standing water. The town’s stormwater infrastructure was overwhelmed by the heavy rainfall, Benke said, and it could take up to three days for the water in the streets to completely drain away.

The City of Charleston cut its Rainproof Mini-Grant Program on March 20, citing the program’s use of “public funds for private gain” as one of the reasons.

Advocates of the program say it’s a mistake to restrict stormwater management efforts to property lines.

“The intent of this program is admirable, but using public funds for private gain is something governments should try to avoid if possible,” city spokesperson Logan McVey said in a written statement. “Making improvements to private properties with little oversight is not a good use of the city’s finite resources.”

The program funded construction of rain gardens — small, sunken areas planted with native flowers and grasses. While rain gardens can add color and texture to the homeowner’s private property, their main purpose is to collect rainwater coming from a roof or driveway and help its absorption. This prevents excess stormwater from running off into a neighbor’s yard, onto the road or into a storm drain system that can be easily overwhelmed during heavy rainfall, community hydrologist Rebecca Fanning said.

“The Dutch Dialogues were pretty clear ... that it’s going to take both public and private action to address flooding adequately,” Charleston Climate Coalition director Belvin Olasov said. “Rain gardens and people’s yards are a key part of that puzzle.”

The Dutch Dialogues was a year-long effort that took place in 2019 to reassess Charleston’s flooding issues. The Rainproof program was one of many recommendations from the Dutch flooding experts and was inspired by the motto of “Every Drop Counts,” the city’s program website stated at the time of publication.

“The benefit of one rain garden is felt everywhere downhill of that rain garden,” Fanning said.

The 37 rain gardens funded by the program and installed in 2020 and 2022 divert more than 750,000 gallons of water every year from the stormwater system, the city’s program website estimated at the time of publication.

KIAWAH ISLAND, S.C. (WCSC) - The Town of Kiawah is continuing its fight to protect Captain Sams Spit, a sandy inlet that’s stirred a legal battle over development rights for years.

Officials became aware that Kiawah Partners, the owners of the land in question, have now offered to sell the land to the state. An agreement between Kiawah Partners and the town recently expired, prompting the town to look for options to keep the land untouched.

Kiawah Town Council discussed what action to take in the executive session this week after they got word of the possible sale. Council members authorized their legal counsel to send a note to South Carolina Attorney General Emory Smith regarding Captain Sams Spit.

Executive Director of the South Carolina Environmental Law Project Amy Armstrong explained that it’s unknown what state ownership would mean.

“The state hasn’t said what it would do, who would actually hold it, or what they would do with it,” Armstrong said. “It’s not necessarily assured that just because the state buys it that it’s going to stay exactly how it is today.”

The letter includes three attachments, one of which is the town’s demand letter to Kiawah Development Partners, dated Jan. 8, 2024, and it lays out obligations that were outlined in the contract between the town and developer that recently expired, that the developer did not fulfill.

One concern is that money will be wasted if the state agrees to purchase the land because Kiawah Partners should have already placed a conservation easement on the Spit, recorded a no-development covenant, and conveyed portions of the spit to the island’s Home Owners Association.

“The public doesn’t see why public funds need to be added to the cost of locking down what was supposed to be locked down by an agreement,” Kiawah property owner and land development lawyer Tim Hazel said. “So, in our opinion, it seems that we’re looking at potentially a waste of public funds to get to the point where we should be anyway.”

Kiawah town officials said in part, “The Town of Kiawah Island has a duty to ensure the developer honors its obligations under the development agreement.”

“It’s funny because we’re not aligned on some of the issues involving development on Kiawah Island but this issue in particular, I think to the credit of the town council and the mayor, there is an effort to enforce what the town had negotiated in 2013,” Hazel said.

Armstrong said it’s encouraging that permanent protection for Sams Spit is potentially closer, but she’s keeping a cautious eye out for what comes next.

“If the community association owns part of the land and then there’s a conservation easement on the other part that the Kiawah conservancy holds, then that assurance that there’s not going to development out there and that would be a favorable outcome,” Armstrong said.

Kiawah councilmember Brad Belt said he could not comment on pending legal issues, but that “As has been noted at public meetings, the Town’s goal is to both preserve the access the public currently has to Beachwalker Park and the beach areas of the Spit and to protect the highlands area of the Spit, which is critical habitat for bobcats, nesting sea turtles and migrating shorebirds, from any development.”

Kiawah Partners declined a request for comment.

“We just don't want it,” said Johns Island resident Tesha Nelson. “We wanna continue with the beauty of Johns Island to stay the beauty of Johns Island.”

Collie Farah, the land preservation specialist with Kiawah Conservancy, said they are "talking about a development that is just under 130,000 square feet. That is a lot of impervious surface.”

“The infrastructure that's here now on Betsy Kerrison just simply can't support a development of that size," he added.

They’re concerned not only about the size but the environmental impact.

“Not only is it disrupting wildlife habitat, but it's also filling in two acres of freshwater wetlands that are critically important for wildlife, but also stormwater mitigation,” Farah said.

Nelson adds: “It's going to affect the environment where, like I said, if we give one person to build, they'll build more. So they're going to take away from the beauty, the beautiful trees, the island that we all love.”

According to a press release from the Kiawah Conservancy, the developer has listened to concerns and made some changes since the initial presentation of the plan.

News 4 spoke with Councilmember Jenny Honeycutt, who represents this area and reminds people—right now, this is just a proposal.

“This is a plan development,” she said. “And so this would come to council and committee and then have to go through the three readings process at three council meetings. They still have not brought this to the county council for an actual vote in committee.”

Honeycutt admits she shares the environmental concern.

“This is a very high intense use, right next to a residential area on the border of the urban growth boundary. And I'm not so sure that that is the best use,” she said. “Again, I try to keep an open mind, but clearly, the folks in this area do not want to see something of this scale in this area.”

And though the Kiawah Conservancy has been very vocal about this development, they say they aren’t against the idea of the project, but rather the size.

“We have to learn to live with the environment and grow with the environment and not against it,” said Farah.

Honeycutt said unless the developer asks for another deferral, the revised plans will be presented in front of the Charleston County Public Works Committee on Thursday.

Based on the Charleston County Public Works recommendation, the plans will then be seen by the Charleston County Council.

CHARLESTON, S.C. (WCSC) - There’s been a back-and-forth battle over the potential development on a Kiawah Island sandy inlet for more than 15 years.

An agreement between the developer that owns the property, known as Captain Sam Spit, and the town recently expired, and the town is now taking action to keep the land untouched.

Two obligations were outlined in the contract that the developer did not fulfill, and this led to the town issuing a demand letter a few weeks back. The letter asks for those requirements to be carried out, according to the town.

The obligations in question are that the developer transfers ownership of some highlands on the spit to the community association, and that they protect the remaining highlands with deed restrictions.

“That means, since nothing has been developed, all of Sam Spit will be prohibited from being developed,” Kiawah resident Alex Fernandez said.

Kiawah Resort Associates said they formally responded to the town, but it is unclear what was said.

At a special-called town council meeting Wednesday afternoon, a motion was passed for the town’s legal counsel to pursue the town’s rights in enforcing what was laid out in the demand letter.

“The community is whole-heartedly behind this, there’s no doubt about it,” Fernandez said. “It’s a beautiful place and we want it to remain in the present state.”

Amy Armstrong, Executive Director of the South Carolina Law Enforcement Project, has played a large role in fighting to keep the spit untouched.

“Between the birds and the dolphins and the turtles, it’s just a very ecologically rich piece of land and once an area like this is developed, it’s gone forever,” Armstrong said.

The debacle has faced the South Carolina Supreme Court a handful of times.

Armstrong and Fernandez are passionate about protecting the land and the wildlife of Captain Sam Spit.

“We want to save these last remaining natural places from permanent destruction and loss,” Armstrong said.

“The Town of Kiawah Island has a duty to ensure the developer honors its obligations under the development agreement. This includes the conveyance and deed restriction obligations for Captain Sam’s Spit,” town officials said in a statement.

At the end of Wednesday’s meeting, it was said that after 15 years, maybe some kind of resolution is close.

Built by Charleston-based JacksonBuilt Custom Homes with interiors by Motif, this three-bedroom, three-and-a-half bath home was designed to reflect the area’s natural elements, such as driftwood, feather grass, and water. Moving to Kiawah to escape the Pennsylvania winters, the homeowners have created a retreat highlighting vaulted ceilings and a tranquil aesthetic.

Though the home sits on an irregularly shaped corner lot, the 2,950-square-foot abode blends in seamlessly with its surroundings. The exterior wows with its coastal farmhouse feel. A stunning live oak tree in the front yard offers a prominent natural feature for the homeowners and the surrounding community. The home is so beautiful, in fact, that it received a “Best in American Living Award” from the National Association of Home Builders! “The home is very natural and organic to the community’s 20 miles of shoreline, acres of maritime forest, and working farms. The large live oak tree in the front is the star of the landscape,” says Kimberly.

Working with architect Collin Cope to accomplish the design and aesthetic, the home offers materials and furniture that complement the outdoors.
